Abstract
The dissertation entitled "Safety of technical infrastructure in crisis situations" is focused on the analysis and evaluation of the safety of dams, which represent one of the key parts of technical infrastructure, especially from the point of view of a crisis situation. The thesis, based on publicly available data and information, pursues their respective analysis, identification and quantification of risks linked to dam operating and maintenance in standard operating conditions, as well as extreme situations such as natural disasters, technical and human caused failure or other crisis scenarios.
The goal of the dissertaion thesis is to analyse contemporary state of safety precautions and standards of selected dams in the Czech Republic and to propose treatment in the field of risk and crisis management. The thesis uses a broad theoretical framework which includes legislative and technical norms, incorporating legislative rules, international standards proven procedures. Part of the research are example studies from practice which provide empirical information about effectiveness of current safety precations and identify weak spots in modern system. From a point of view of safety it is possible to state that the „weakest link principle“ applies here, whose name comes from a known fact that a safety precation chain is as hard as its weakest link (which, as known, breaks first).
Based on these discoveries the thesis proposes improvement for dam operating safety methodology which includes usage of modern technologies, monitoring systems, crisis scenarios simulations focused on minimizing human endangerment and on-time aplication of modern warning systems in times of exceptional dam failure events. Proposions are put into context of integrated crises management which takes technical aspects into account, as well as social and enviromental impacts.
This way the dissertation thesis contributes to theoretical and practical knowledge development in technical infrastructure safety and offers particular solution which can be applied to dam management and safety in crisis situations.
