Abstract

This bachelor’s thesis analyzes the functioning of administrative justice in the Czech Republic and assesses the extent to which it provides prompt and effective protection against erroneous decisions by administrative authorities. The introductory section traces the history of administrative courts in the Czech lands from the Austro-Hungarian era to the present, including the establishment of the Supreme Administrative Court and major reforms in this field. The main body of the thesis consists of an analysis of the decision-making practice of administrative courts. Attention is focused on current cases from 2025 concerning elections to the Chamber of Deputies and local referendums. For example, the text analyzes how the courts handled complaints regarding identity verification via e-Documents, or how the dispute over the announcement of a referendum in the municipality of Boží Dar was resolved. The thesis also includes a statistical evaluation of the duration of court proceedings, demonstrating the reduction in waiting times for judgments in recent years. The conclusion of the thesis evaluates recent legislative changes and describes the contribution of digitization to the modernization of the entire Czech justice system.
