Financování investiční akce obce v oblasti životního prostředí

Abstract

Bakalářská práce je zaměřena na problematiku obcí a jejich hospodaření. Teoretická část je věnována obcím, jejich orgánům, rozpočtu obce, jeho příjmové a výdajové stránce, působnosti obce, rozpočtové skladbě a rozpočtovému procesu. V praktické části je charakterizována obec Moravičany, jeho historie a současnost. Na základě poznatků z teoretické části je analyzováno hospodaření obce v letech 2005 – 2009. Dále rozebírá zdroje financování investičních akcí územně samosprávných celků. Poté se zabývá investiční akcí - výstavba kanalizace a ČOV, a jsou analyzovány možné varianty financování. Na závěr je navržena možnost financování výstavby, která v budoucnu nejméně zatíží rozpočet obce Moravičany.

This bachelor work is focused on municipalities and their management. The theoretical part of this study deals with municipalities, their local authorities, budget, revenues and expenses, force of municipality, budget rate and budget process. The practical part is characterized by Moravičany municipality, its history and present. On the basis of knowledge of the theoretic part the municipality management during the years 2005 -2009 is analyzed. Next it analyses various financing arrangements of investments in municipalities. Thereafter it deals with investment project - construction of sewerage treatment plants, possible financing alternatives are analyzed. On the conclusion the alternative of construction funding is proposed, which in the future would least encumber municipal budget.
