Abstract

Every state, organization or institution, in managing an interest in its development must improve crisis management, which is an integral part of the proceedings. Safety legislation is now the business of the EU and NATO. Safety is everyone's a business in offices and organizations, for individuals. Information is an essential prerequisite for making decisions. The aim of this thesis is to propose a method of analysis of technical and personal aspects in individual areas for security design recommendation, selection and training of staff for crisis management. We aim to manage, collaborate and thereby minimize the risk of incidents, as well as to analyze information from the field of crisis management training for workers in the Czech Republic and abroad. This thesis is based on identification of shortcomings with regard to the current state of readiness, i.e. of frequent staff turnover and cultural differences preventing improper staffing of crisis management personnel. Regional Authorities, as well as having to function without social ties and a lack of technical facilities, must make effective decisions in real time.
