Řešení přestupků na úrovni obce s rozšířenou působností

Abstract

Bakalářská práce je zaměřena na aktuální otázky v oblasti přestupků řešených v podmínkách obecních úřadů. Cílem práce je identifikace a charakteristika přestupků v podmínkách Městského úřadu Orlová za období let 2004-2008. V teoretické části, která začíná druhou kapitolou se zabývá pojmy a souvislostmi vztahující se k veřejné správě, správnímu právu a charakteristikou přestupků. K teoretické části patří také následující kapitola, která je věnována popisu města Orlová a jeho správního orgánu v oblasti řešení přestupků.Následující kapitola V výzkumné části práce na základě stanovených hypotéz byla pomocí historicko – statistické metody vyhodnocena a analyzována charakteristika nápadu přestupků se zaměřením na nejčastěji páchané přestupky v územním obvodě města Orlová.

The bachelor thesis is focused on the actual questions in the partition of offences soluted in the conditions of local authorities. The aim of the work is the identification and the characterization of offences in the conditions of Orlová municipality for the period 2004-2008. In the theoretical part, that begins with the second chapter I deal with the terms and the contect that relates to the public authority, administrative law and the characterization of offences. The next chapter also relates to the theoretical part, this is presented to the description of Orlová town and its administrative organ in the realm of solution offences. In the practical part on basis of prescribed hypothesis it has been evaluated and analysed with the help of historical – statistical method the characterization of offences focused on the most commited offences in the territorial area of Orlová town.
