Abstract

Modern approaches to public sector management and public services deal with 3 basic issues: guaranteeing, financing and provision of public services. Representatives of municipalities are thus faced with deciding whether the relevant public service will be provided internally, ie. that the provider (guarantor) and the service provider will be the municipality, or will choose an external variant, in the form of contracting with the private or non-profit sector. The aim of the diploma thesis was to compare approaches to the provision and financing of selected public services in the field of environmental protection in the period 2014-2018 in Ostrava and Košice. Public services for waste management and care of public greenery were selected for the analysis, as they form the largest part of expenditures on environmental protection in both monitored cities. Attention was focused mainly to organizational forms of providing and financing selected public services. The following methods were used in the elaboration of the diploma thesis: document analysis, time series analysis, comparative analysis, and synthesis, induction and deduction from general scientific methods. The analysis showed that in the case of waste management, the internal form of provision leads to lower costs. In the case of the care of public greenery, it seems to be an important aspect leading to a reduction costs, in competition. It would be worthwhile to analyze in more detail whether it is more advantageous for the city to provide care for public greenery only through its own organization or it would be more effective to use, for example, cooperation with the private sector.
