Personální aspekty krajské samosprávy

Abstract

Tato bakalářská práce se zabývá personálními aspekty krajské samosprávy na konkrétním příkladu Moravskoslezského kraje. Předmětem teoretické části práce je charakteristika územní samosprávy, její fungování a členění. Podrobněji je řešena problematika územní samosprávy na krajské úrovni, kde je popisován historický vývoj a současnost krajské samosprávy. Dále práce pojednává o orgánech kraje z pohledu postavení, složení, pravomocí, působnosti a odměňování. V praktické části práce probíhá posouzení organizační struktury Moravskoslezského kraje. Tato část práce vymezuje vývoj a stav personálního složení orgánů daného kraje a vyhodnocení podílu mužů a žen, a také mzdových nákladů v těchto orgánech.

This Bachelor´s work deals with the personal aspects of the regional self-administration by way of the particular example of the Moravian-Silesian Region. The matter of the theoretical part of the work is the territorial self-administration characteristic, its operation and classification. The territorial self-administration problems on the regional level are dealt with in detail and the historical development and present of the regional self-administration is described there as well. The work also deals with the regional authorities concerning the position, the structure, the competence, the sphere of activity and remuneration. The organizational structure of the Moravian-Silesian Region is sized up in the practical part of the work. This part of the work defines the development and situation of the authorities staff structure of the above mentioned region and the evaluation of men and women´s share as well as labour costs in these authorities.
