Ekonomická efektivnost státní správy sociálního zabezpečení

Abstract

The aim of the thesis is to evaluate the development and efficiency of selected indicators of the Czech Social Security Agency for the period 2009 to 2021. To achieve the stated objective, time series dynamics methods and basic static DEA models were used. Within the framework of the time series dynamics evaluation, indicators from the personnel, pension insurance, sickness insurance and medical assessment service areas were selected. The input-oriented models CCR and BCC were chosen in the framework of the evaluation of technical efficiency according to the DEA method. Four models were evaluated in this paper - Model I - technical model, Model II - allocation model, Model III - pension model and Model IV - sickness model. While evaluating the technical efficiency, it was found that in Model II and Model IV, the coronavirus pandemic COVID-19 had an impact, where the efficiency of the CCR decreased drastically. Based on the result, it can be concluded that the CSH operates efficiently in the years under study and there are no major differences.
