Vsetín a strukturální fondy EU

Abstract

Diplomová práce se zabývá problematikou a významem Regionální politiky EU, představuje její základní principy a cíle. Dále je zaměřena na jednotlivé Strukturální fondy a programovací období 2000-2006. Součástí této práce je také vymezení a definice regionů, které jsou důležité pro samotné pochopení regionální politiky a jejích souvislostí. Třetí kapitola této práce je věnována základní charakteristice města Vsetín, zmiňuje stručnou historii, administrativně správní členění, popisuje demografickou a hospodářskou složku města, uvádí informace o životním prostředí, vzdělání, dopravě, bydlení, lékařské péči, kultuře a sportu. Praktická část je zaměřena na využití strukturální pomoci ve Vsetíně. Součástí této části je analýza vybraných projektů předkládaných v období 2004-2006 Městem Vsetín, jim zřízenými organizacemi nebo samotnými subjekty na území města. Tato kapitola také zahrnuje porovnání celkových nákladů projektů a strukturální pomoci EU mezi projekty realizovanými na území města Vsetín a ostatními projekty ve Zlínském kraji. V závěru diplomové práce je pak obsaženo celkové hodnocení čerpání dotací z fondů EU Vsetínem v komparaci se Zlínským krajem.

This thesis deals with the issue and the importance of EU regional policy, itoutlines its principles and objectives. It is focused on the individual Structural Funds and programming period 2000-2006. Part of this work is also the definition and delimitation of regions, which are very important for regional policy understanding and its context. The third chapter is devoted to the fundamental characteristics of the town Vsetin. It mentions a brief history, the administrative management structure, describes the demographic and the economic component of the town, provides information about the environment, education, transport, housing, medical care, culture and sport. The practical part focuses on the use of structural assistance in Vsetín. This part is an analysis of selected projects submitted in 2004-2006 by the Town Vsetin, and organizations or entities established within the city. This chapter also includes a comparison of the total project cost and the EU structural assistance projects implemented in the town of Vsetin and other projects in Zlín Region. In conctuaion of the thesis is an overall evaluation on of the grants from EU funds by Vsetín in comparision with Zlin Region
