Ekonomické zhodnocení následku povodní v roce 1997 v povodí Ostravice a návrh ochranných opatření do roku 2015

Abstract

Povodně jsou častým problémem naší republiky, které vždycky byly, jsou a díky změně klimatu i nadále budou. Tato diplomová práce se zabývá právě problematikou povodní. Cílem této práce je zhodnotit následky povodní v roce 1997 v povodí řeky Ostravice a navrhnout další ochranná opatření proti povodním v místech řeky, kde je ochrana nedostatečná, nebo kde úplně zatím chybí. Teoretická část se zabývá způsobem hospodaření v Evropské unii, České republice a v Ostravě, dále se zabývá legislativními normami hospodaření s vodou, geografickou a hydrografickou charakteristikou v České republice a v povodí řeky Ostravice a charakteristikou povodí Odry, která obsahuje nejenom charakteristiku povodí, řeky Ostravice, ale i správce povodí Odry, kterým je Povodí Odry, s. p., popis jejich pracovních činností a strukturu Plánu oblasti povodí Odry. Praktická část se zabývá ekonomickým zhodnocením následků povodní v červenci 1997. Ekonomické zhodnocení je dále doplněno dotazníkovým šetřením, které probíhalo v okolí řeky Ostravice, a celkovou analýzou získaných poznatků. Pro srovnání je dodáno i ekonomické zhodnocení povodí v roce 2010, které bylo stejného charakteru, ale způsobily méně škod. Nakonec jsou uvedeny návrhové protipovodňové opatření do roku 2015 správcem Povodí Odry, s. p. a autorkou diplomové práce.

This thesis deals with the theme of floods which belong among an often problem of the Czech Republic. Thanks to the climate changes, the floods will occur in the future. The main target of this thesis is to evaluate the consequences of the floods in 1997 in the catchment of the Ostravice River and to suggest other protective precautions against the flood in the places, where the protection is not sufficient enough. Theoretical part deals with the way of river management in the European Union, the Czech Republic and in the City of Ostrava. Among next topic belong legislative regulations, geographical and hydrological characteristics in the Czech Republic and in the catchment of the Ostravice River (altogether with the characteristics of the administrator of the river, which is the company Povodí Odry). Practical part deals with economic evaluation of the consequences of the floods in 1997. This part is also supplemented with questionnaire research, which was carried out in the surroundings of the Ostravice River. For the comparison, economic evaluation of the consequences of the flood in 2010 is also added (this flood had similar character but the damages were less serious). Finally, the suggestions against future floods by the year of 2015 are given at the end of the thesis.
