Zhodnocení financování městské policie vybraných měst

Abstract

This bachelor thesis focuses on the analysis of financing municipal police in selected towns of the Vsetín district, namely Vsetín, Valašské Meziříčí, and Rožnov pod Radhoštěm, over the period 2018–2024. The main objective of the thesis is to evaluate the development of expenditures on municipal police activities over time and to identify the key factors influencing their level and dynamics. Particular attention is paid to the geographical and demographic characteristics of the individual towns, especially population density, area size, and total population, and their impact on the financing of public order.

The analysis is based on budget data of municipal police departments for the observed period. The towns are compared using selected indicators such as per capita expenditures, the share of these expenditures in the total municipal budget, average absolute increases, and average growth rates. The results show that there are significant differences between the towns in their approach to financing municipal police, largely influenced by budget policies and the priorities of local governments.

The findings further suggest that smaller and more densely populated towns exhibit more dynamic growth in expenditures, whereas larger towns tend to show more stable development. A specific position is held by Rožnov pod Radhoštěm, which, despite having the smallest population among the compared towns, achieves relatively high per capita expenditures. One-off investments, such as those in surveillance systems or technical equipment, also play an important role in the development of expenditures.

The thesis contributes to a deeper understanding of the relationship between municipal characteristics and the financing of public safety and may serve as a basis for more effective planning of public expenditures in this area.
