Abstract

This doctoral thesis is dealing with development of cities issue in the frame of public investments respectively witch factors influences the height of public investments in the frame of the Czech Republic. Development of area is always result of common activities of public services, people, local institutions, enterprisers and other subjects active in local territory. Spatial planning is necessary for efficient realization of activities in territory, its management or regulation. The goal of spatial planning is to consider eligibility of chosen activities or investments for chosen territory in the context of its sociodemographic, economic and natural specifications. Current changes in structure of settlements and in socioeconomic area require awareness to solving problems of focusing investments and financing development activities from public resources. The goal of this thesis is to discover the factors influence the height of public investments in particular cities and municipalities. The thesis finds out if the largeness or institutional capacities of cities and municipalities is the matter and find examples of good and inferior practices in particular size categories of municipalities. The analysis of development of capital investments in the Czech Republic in years 2000 – 2012 is made within this thesis. Its results served as basis for setting and processing of following analysis and statistics within the thesis. Following analysis approved consequences between chosen socioeconomic factors and highness of investments in municipalities. The analysis of investments in the relation to development of 20 chosen cities in 4 size categories is made within this thesis. One of the results is a discovery of investment areas, identical for all size categories of municipalities: transport, habitation, communal services and regional development and water management. The target group of the solutions of this thesis is public service. Results may provide new subjects of matter that could lead cities and municipalities to revaluation of approach to planning of its development.
