Studie zabezpečení ochrany obyvatelstva v Ostravě

Abstract

Tato diplomová práce pojednává o zabezpečení ochrany obyvatelstva na území statutárního města Ostravy, které může být postiženo nějakou mimořádnou události, katastrofou či pohromou. Analýza mimořádných událostí je v této práci provedena pomocí analytického programu SFERA a souhrnné analýzy vzniku mimořádných událostí, které jsou v závěru spolu porovnány. V úvodní části práce jsou popsány typy mimořádných událostí, které na území města mohou nastat, ve zkratce je zmíněna charakteristika tohoto urbanistického města, se základními údaji o městě. Práce dále obsahuje stávající zabezpečení úkolů a opatření k ochraně obyvatelstva v městě a vyhodnocení analýz. Na závěr jsou na základě výsledků analýz rizik navržena opatření k snížení negativních dopadů mimořádných událostí a priority k jejich nápravě.

This thesis deals with the security protection of the population in the city of Ostrava, which may be affected by an extraordinary event, disaster or calamity. Analysis of incidents in this work is carried out using the analytical program SFERA and also using a comprehensive analysis of incidents which are compared together in the end. The first part describes the types of incidents which may occur in the city, a short characteristics of this urban city is mentioned with its background information too. The work also includes the current security challenges and measures to protect the population in the city and evaluation analysis. Finally, based on the results of risk analysis, measures to reduce the negative impacts of emergencies are proposed as well as the priorities to correct them.
