Abstract

The subject arises from the need to optimise decision-making, planning and control in the sourcing of standardised IT consultancy services [ITC]. The reasons are the global diffusion of ITC innovations, market dynamics, the diversity of the procurement product and the large amount of ITC procurement market data inherent with this. The solutions to economic re-search tasks were: the business-statistics-based development of a dynamic online bidding pro-cess [DOB] and the economico-mathematical optimisation of the price-ITC-relationship by means of bipolar pricing methodology [BPM], the establishing of a market and budget price for each standardised procurement product. The DOB process was developed in order to collect the large quantity of ITC services of-fered in stages in the shortest possible time (dynamically) and process them statistically (clas-sification). The BPM incorporates mathematical (probability theory-based) methods to obtain optimum decision-ready procurement prices for the purchase and low-risk budget prices for cost planning and control. DOB and BPM both require the use of state-of-the-art information and communication technology [ICT] to produce the higher economic quality of the procure-ment quickly and at minimum cost and to open up untapped potential in the purchase of ITC services. In addition to giving information on the ITC terms on the market, the state of the market from the perspective of the ITC providers and consumers is also illustrated. The characteristic features, determining factors and the status of ITC procurement are examined in order to illus-trate the suitability of DOB for the collection of ITC market data on the procurement markets. The plausibility of the probability distributions considered suitable is studied using model data from interviews with experts and the selection made of the most appropriate theoretical distribution for bipolar pricing. As part of the argumentation an approximation is carried out with the DOB real data (case studies) evaluated as a random sample and ascertainment of the level of significance using statistical tests with an appraisal of the admissibility of the approx-imation. Finally, the results of the case studies are presented and the possibilities for the adap-tation and application of the bipolar pricing methodology for ITC pricing to support strategic procurement management.
