Abstract

The thesis is focused on crisis staff exercises and the preparation of documentation that is essential during the course of such exercises. The first part of the thesis deals with the description of crisis staffs as such, their composition, activities, and preparation. This is followed by a detailed description of crisis staff exercises, including their classification, the levels at which they can be conducted, and their benefits for both the participants of the exercises and the residents of the affected area. The emergency planning zone must not be overlooked, as its definition and determination are also presented. A wide range of documentation is required for each exercise, and this issue is also addressed in the thesis. The practical part is focused on the development of documentation for a crisis staff exercise at the level of a municipality with extended powers. It includes a detailed description of the exercise scenario, individual inputs, and the expected responses of the exercise participants.
