Finanční náročnost vzdělávání vybrané kategorie úředníka v instituci veřejné správy

Abstract

The theme of diploma thesis is education of clerks in the public administration. Due to a wide range of directions, which are placed in the public administration, there was choosen the one specific area – the training examiners. For their education there are requirements on high expertise preparation in legislative area and practical activity for final exams of driving license. Simultaneously these educational processes participate in finance which are given by the kompetent authority. Time series of used statistical data was fixed for period 2006 – 2012 because of repeated lengthening training of training examiners after three years and after completion of the initial training examiners, when it leads to prolongation after five years. The aim is to evaluate the financial performance of individual types of training examiners municipalities with extended powers. Selected municipalities with extended powers will be 2 municipalities statutory cities and municipal authorities. By processing the aim it is verify the hypothesis about the financial cost whether the cost of continuing education are involved in the financial difficulty learning training examiners. For processing there are used methods of comparison, time series analysis, induction and deduction for drawing partial conclusions, document analysis and statistical data. By thesis was detected regularization for educational of training examiners and way of its implementation in selected municipalities with extended powers, in the municipality of Ostrava City, Brno City and municipality of Novy Jicin. Demands for job specialization of training examiner clearly shows on avrage and total costs together issued on education of public officials.
