Formy spolupráce obcí Hlučínského regionu

Abstract

Diplomová práce je zaměřena na zhodnocení spolupráce obcí regionu Hlučínska v rámci jednotlivých dobrovolných svazků obcí ve sledovaném období 2008 – 2012. Dílčím cílem je zhodnocení výdajů na veřejnou zprávu v rámci obcí regionu Hlučínska v letech 2008 – 2012. Práce je rozdělena do dvou základních částí. První část je zaměřena na oblast teoretickou, ve které dojde k popisu základních principů hospodaření obcí a k popisu jednotlivých forem spolupráce obcí včetně jejich obecné charakteristiky. Druhá, praktická část diplomové práce je věnována charakteristice obcí Hlučínského regionu a zhodnocení spolupráce obcí regionu Hlučínska v jednotlivých dobrovolných svazcích obcí včetně analýzy hospodaření těchto dobrovolných svazků obcí a zhodnocení výdajů na veřejnou správu v rámci obcí regionu Hlučínska v letech 2008 – 2012. V závěrečné části jsou vysloveny návrhy a doporučení autorky ke zlepšení spolupráce obcí v rámci dobrovolných svazků obcí.

This thesis is focused on evaluating the cooperation between municipalities in the region of Hlučínsko within the framework of individual voluntary associations of the municipalities during the observed period of 2008 – 2012. A partial objective is evaluating public expenditures within the municipalities of the Hlučínsko region in the years 2008 – 2012. The thesis is divided into two main parts. The first part focuses on the theoretical aspect, which offers a description of both the basic principles of managing these municipalities and various forms of cooperation between them, including their general characteristics. The second, practical part of the thesis is devoted to the characteristics of the municipalities in the Hlučínsko region and an evaluation of cooperation between the municipalities in the Hlučínsko region in individual voluntary unions of the municipalities, including a financial analysis of these voluntary associations of the municipalities and an assessment of public expenditures by the Hlučínsko municipalities during 2008 – 2012. The final section offers suggestions and recommendations by the author towards improving cooperation between the municipalities within the voluntary associations of the municipalities.
