Abstract
Clusters represent a new approach to policy formulation and implementation of the economic development in the developed and the developing countries. The theory of clusters represents the result of long research in the field of competitiveness and at the same time provides the tool to its achievement. Formation of clusters is a significant part of the economic development. The aim of the thesis is to describe and to compare cluster policies of the European Union and Russian Federation. The partial aim is to define the basic characteristics of cluster policies in the EU and Russia and to describe some clusters in Russia. The first chapter introduces to cluster policies of the EU, the second chapter is focused to clusters and their support in Russia. The third chapter contains the evaluation of cluster policies in the EU and Russia and the conclusions, which present the results of this thesis. This work explains basic facts on clusters in order to find a possible answer to the future development of the cluster policy in Russia.
