Vzdělávání vedoucích úředníků územně samosprávných celků

Abstract

The aim of the thesis was to find out through a sociological survey if the training courses or the training programs for senior clerks of local governments were conducted in the field of developmental and educational activities at the municipal offices of municipalities with extended competence in the Moravian-Silesian region. The outcome of the survey has revealed some deficiencies, so I suggested "a training project for senior clerks of territorial self-governing units," as a measure of improvement, which focuses on the fundamental tasks of senior clerks. The basic principles of the education system in the local government are formulated in the thesis; they are based on an appropriate legislation. Developing and educational activities are subsequently elaborated, including the tasks of senior clerks.
