Mise Evropské unie

Abstract

Cílem této diplomové práce je přiblížit problematiku vývoje společné zahraniční a bezpečnostní politiky Evropské unie a zaměřit se na postavení EU k zahraničním misím. Důležitou roli v této problematice hraje spolupráce se Severoatlantickou aliancí a vzájemné dohody mezi nimi. Stěžejní část pak představuje angažovanost České republiky v těchto misích a celkový přístup ČR. I přes uzavření dohod Berlín plus mezi EU a NATO lze zaznamenat výrazný pokrok u misí EU, které se v posledních letech stávají zcela nezávislé na NATO. Počet těchto misí stále roste a EU se snaží profilovat jako globální hráč v těchto otázkách. Při zaměření se na postavení ČR v otázkách zahraničních misí lze vidět výraznější orientaci na mise NATO než EU. Toto jednání je aktuální i v dnešních dnech při pohledu na nejnovější čísla a jde jen těžké odhadnout, čím je zapříčiněno.

Diploma thesis aims to describe the issue of a Common Foreign and Security Policy development and is focused on European Union’s stance towards foreign missions. Cooperation between EU and NATO as well as mutual agreements plays a significant role in this matter. The Czech Republic and its involvement in these missions represent a crucial part of the thesis. It is possible to detect a significant progress of EU missions, which are becoming more independent on NATO, despite closure of Berlin plus arrangements. The total count of missions is still growing and EU is trying to profile itself as a global player in these issues. When focusing on the Czech Republic and its position in the matter of foreign missions, it is clear that the CR is more NATO oriented. Seeing the latest data this behaviour of the Czech government is still valid even today, although it is hard to estimate the reason.
