Varování a informování sluchově a zrakově postižených osob při mimořádných událostech

Abstract

This thesis aims to solve the issue of warning and informing visually and hearing-impaired persons in case of extraordinary events. First part is focused on existing legislation and institutions, division of visually and hearing-impaired into categories according to the extent of their handicap and measures that are currently being employed in that area. Communication systems and technical means devices suitable for communication with impaired persons are thoroughly analyzed in the next section. On basis of analyzed issues dissertation finally proposes possible technical and organizational means to warn and notify visually and hearing-impaired members of society during extraordinary events and emergencies in the Czech Republic.
