Čerpání finančních prostředků prostřednictvím Ministerstva životního prostředí (využití zákona o zadávání veřejných zakázek v praxi)

Abstract

This thesis deals with the usage of Pubic Contract Act funded by means of the Ministry of the Environment with the aim to point out to specific requirements placed on beneficiaries of grants under the Operational Programme Environment. The thesis is divided into several chapters. Theoretical section is focused on public contracts in accordance with the Act No. 137/2006 Coll., on Public Contracts. In the next section there are introduced specific requirements and conditions which investors have to abide by in the process of public contracts commissioning funded from EU funds. The last section includes a concrete example which serves to demonstrate the procedure of public contract notice on overall supplier of building constructions, opening of envelopes, assessment and evaluation of tenders, and selection of the most suitable tender from submitted offers. In conclusion there are outlined possibilities of such evaluation criteria that fit appropriately to contraction authority requirements.
