Ekonomická efektivita voleb do zastupitelstev malých obcí

Abstract

Tato bakalářská práce se zabývá ekonomickou efektivitou voleb do zastupitelstev malých obcí. Cílem bakalářské práce je komparativní zhodnocení efektivnosti voleb v deseti vybraných obcích velikostní kategorie od 171 do 408 obyvatel Olomouckého kraje za volební období 2014, 2018, 2022. Cíle je dosahováno pomocí metod komparace 10 vybraných obcí. Sledovanými ukazateli jsou volební výdaje na voliče obce, volební výdaje na aktivního voliče v obci, volební účast v procentech a podíl průměrné volební účasti v ČR k průměru vybraných obcí v daném volebním období. Z komparativního shrnutí vyplývá, že podle stanovených indikátorů je nejefektivnější obec Mírov s průměrem 3,50. Ve, které volební výdaje na voliče vyšly průměrně 50,86 Kč. Volební výdaje na aktivního voliče vyšly průměrně 82,54 Kč. Volební účast v komunálních volbách vyšla průměrně 61,88 %.

This dissertation is concerned with economic effectivity of municipal elections in small municipalities. The aim of the dissertation is a comparative evaluation of effectivity of elections in ten selected municipalities in the category of 171 to 408 inhabitants of the Olomouc region in the election years of 2014, 2018 and 2022. The aim is achieved by comparing 10 selected municipalities. The variables considered are election costs per eligible voter, election costs per active voter, percentage of election participation, average voter turnout in the Czech Republic in comparison to the average voter turnout in the selected municipalities in the given election cycle. The comparative summary shows that based on the given indicators, the municipality of Mírov is the most efficient with the average of 3.50, where the election costs per voter were on average 82.54 CZK. The average election costs per active voter were 82.54 CZK. The average voter turnout over the three cycles was 61.88 percent. The share of the average voter turnout in the Czech Republic to the average voter turnout of selected municipalities in the given election period was 16.71% on average.
