Zhodnocení bytové politiky vybraného města

Abstract

Theme of this bachelor thesis is housing policy, more precisely municipal housing policy focused on the city of Šumperk. In the first part is theoretically specified housing policy itself, in next part there is described municipal housing policy of Šumperk. Goal of this thesis is to evaluate, if the housing fund of the city is used effectively and if there is any option to use it more efficiently. This goal is achieved by creating three different types of model situations, which are calculated for 10 years, with different usage of housing fund. The first model is about increasing rent by 20 percent always once per three years, second model consist of renting released percentage of the housing fund per year for market rents and again increasing rent of the rest municipal flats. The third model consist of selling whole municipal housing fund. All of these model situations includes costs related to administration of housing fund or other costs, which was spended in that specific year. In the last chapter of this thesis is calculated present value of profit, which was achieved in every model situation. When the default situation was compared with model situations, which could be aplicated, it turned out that there are more options that would be more efficient than current situation. However, every model has pros and cons and it would be necessary to analyze them closely so that one of the models could be put into practice. One of the main findings of this whole thesis is importance of thinking through the efficient usage of housing fund, so that the public interest is most fulfilled and satisfied. Results of this thesis allow thinking about many other methods that could be used to use municipal housing funds more effective.
