Návrh opatření fyzické bezpečnosti v prostředí vysokých škol

Abstract

This dissertation thesis deals with security incidents, illegal acts and other forms of criminality which can occur in the surroudings of higher education institutions (further HEI). Based on specialized knowledge and practical experience, an appropriate procedure of qualitative, semiqualitative and quantitative analysis of risk has been chosen. Using selected mechanisms, individual security risks and threats presenting a potential procedural and structural threat of HEI in terms of physical protection have been assessed. In the area of repression and prevention, an inovative analytic method for analysis and controling of safety incidents have been suggested to thoroughly verify the fundamental cause of security undesirable incidents, further on determine immediate corrective and preventive actions and finally eliminate the recurrence of similar negative effects. The thesis also discusses the comprehensive assessment of the existing level of safety at school facilities including comparison of findings in this issue in the Czech Republic and abroad. In the field of implementation of suitable security technology, a multi-criteria analysis has been carried out. Thus, mutual interaction and potentional application of the selected tools of technical defense in the area of HEI can be evaluated. Drawing from the outcome of this analysis, laboratory measuring and investigation which was focused on obtaining relevant data in the field of effective technology of radiofrequent identification and localization of people in specific conditions of HEI have been realized. A key output of this thesis is a system of physical protection in the surroundings of HEI. It includes a proposal of physical security measures according to categorization and security zoning of interest areas. Following this proposal, established procedures and methods solving illegal acts, security incidents or abnormal events leading to defining the requirements for an adequate security level of HEI have been specified. By implementing this system into practice, the absence of legislative regulation or comprehensive security standards of the required level of physical protection of HEI in the Czech Republic can be eliminated. Additionally, predicting the improvement and unification of the approach, including the setting of preconditions for effective planning of the funding of physical protection of people, property and other assets of HEI, became possible. Another objective of the work is new theoretical knowledge and useful information that can be used in assessing security risks and threats not only in the university environment but also with other objects of similar character.
