Ekonomika obcí na úseku komunálních služeb

Abstract

Práce se zabývá Ekonomikou obcí na úseku komunálních služeb. Práce je členěna do 4 kapitol mimo úvod a závěr. Cílem práce je posoudit hospodaření vybraných šesti obcí z Jihočeského kraje v oblasti komunálních služeb, a navrhnout případná doporučení. Sledované období je od roku 2017 – 2021. Nejvyšší průměrné výdaje na obyvatele ve sběru a svozu komunálních odpadů je v obci Český Krumlov. Co se týče veřejné zeleně, nejvyšší výdaje na jeden hektar vynakládá obec Prachatice a v rámci veřejného osvětlení má nejvyšší výdaje na jeden světelný bod obec Tábor. Výsledky zhodnocení ukazují, že obce vynakládají dostatečné množství výdajů na vybrané komunální služby a dochází k doporučení využití dotací. V oblasti komunálního odpadu lze výdaje snížit zvýšením poplatku za svoz odpadů či prostřednictvím osvěty občanů, v oblasti veřejné zeleně lze snížit výdaje výsadbou méně náročných rostlin či snížení četnosti sečení. V úseku veřejného osvětlení je možno snížit výdaje prostřednictvím nainstalování LED žárovek či chytrého veřejného osvětlení.

The thesis deals with the Economics of Municipalities in the Municipal Services Sector. The thesis is divided into 4 chapters outside the introduction and conclusion. The aim of the work is to assess the management of selected six municipalities from the South Bohemian region in the field of municipal services, and to propose possible recommendations. The monitored period is from 2017 - 2021. The highest average expenditure per capita in the collection of municipal waste is in the municipality of Český Krumlov. As far as public greenery is concerned, the municipality of Prachatice spends the highest expenditure per hectare and the municipality of Tábor has the highest expenditure per hectare under public lighting. The results of the evaluation show that municipalities spend a sufficient amount of expenditure on selected municipal services and it is recommended to use subsidies. In the area of municipal waste, expenditures can be reduced by increasing the fee for waste collection or through educating citizens, in the area of public greenery, expenditures can be reduced by planting less demanding plants or reducing the frequency of mowing. In the public lighting sector, it is possible to reduce expenses by installing LED bulbs or smart public lighting.
