Abstract
The thesis examines the integration of digital data from sensor networks in urban agglomerations into crisis management systems. The theoretical part delineates Industry 4.0, the Smart City and urban resilience concepts, describes the Czech legislative and procedural framework and the limits of traditional data collection, and characterizes the technological infrastructure (IoT/IIoT sensors, LPWAN, 5G, satellite links) including methods of advanced analytics. The core is a categorization of data for four domains: environmental data, the condition of critical infrastructure, monitoring of population movement, and detection of CBRN threats. The practical part applies a multi-criteria comparison using the Weighted Sum Model (WSM) with weights derived by the Analytic Hierarchy Process (AHP). The results show the advantage of integrated data-fusion platforms in the environmental domain, passive fiber-optic systems for critical infrastructure, LiDAR and thermal imaging systems for monitoring population movement, and graphene platforms with NB-IoT for hazardous-substance detection. The thesis formulates recommendations for safety planning and identifies integration barriers, namely cybersecurity, the GDPR framework, and fragmented data architectures.
