Veřejný pořádek a bezpečnost na místní úrovni

Abstract

The thesis deals with public order and security at local level. The introductory part is devoted to police cooperation in the European Union and to international cooperation of the Police of the Czech Republic. Considering that the action field of municipal police in local public affairs often coincides with the Police of the Czech Republic, the thesis investigates the complementarities of both police forces in the result of their mutual cooperation and specialization. The practical part compares the Police of the Czech Republic and municipal police. We describe the main tasks, action fields and competencies of the Police of the Czech Republic and the tasks, competencies and duties of the municipal police. Based on the results concerning the observed activities of the Municipal police of Ostrava and criminal activity in the city of Ostrava, we evaluate the security situation in Ostrava. In the last part, we propose some measures to improve the security in the city and we propose some recommendations to improve the situation in socially excluded localities.
