Využívání a realizace strukturální pomoci EU v České republice v programovacím období 2007 - 2013

Abstract

Cílem diplomové práce je v teoretické rovině představení základních teoretických východisek politiky hospodářské a sociální soudržnosti Evropské unie (EU) a její evaluace. V praktické rovině se jedná o analýzu a hodnocení čerpání finančních prostředků strukturální fondů EU v České republice za období 2007 – 2010.

Diplomová práce je rozdělena do pěti kapitol. Po první kapitole, úvodu, následuje druhá, která charakterizuje teoretická východiska politiky hospodářské a sociální soudržnosti EU a evaluaci strukturální pomoci a její rámec v Evropské unii i České republice. Druhá kapitola popisuje úlohu, význam, principy, cíle a nástroje politiky hospodářské a sociální soudržnosti Evropské unie i její finanční a programový rámec. Ve druhé části této kapitoly je definován pojem evaluace, její význam, hlavní evaluační kritéria, metody a její jednotlivá stádia. Třetí kapitola charakterizuje programový rámec strukturální pomoci EU v České republice a územní členění České republiky dle nomenklatury NUTS a jednotlivých cílů politiky hospodářské a sociální soudržnosti EU. Podstatná část textu je věnována architektuře programových dokumentů politiky hospodářské a sociální soudržnosti v České republice a detailnější charakteristice její struktury. Ve čtvrté kapitole, stěžejní analytické části, je prezentován proces a vývoj čerpání finančních prostředků strukturálních fondů EU v České republice v jednotlivých letech období 2007 – 2010. Součástí je analýza realizace Národního strategického referenčního rámce ČR 2007 – 2013 v období 2007 – 2010 a souhrnná evaluace finančních prostředků strukturálních fondů EU v České republice za období 2007 – 2010. Závěrečná kapitola popisuje a vyhodnocuje čerpání strukturální pomoci EU v České republice za období 2007 – 2010.

The aim of diploma thesis is, in theoretic level, the performance of basic approach of EU cohesion policy and its evaluation. In practical level, thesis concentrates to analysis and evaluation of financial drawing of EU Structural Funds in the Czech Republic for the period 2007 – 2010.

The diploma thesis is divided into five chapters. After the first chapter, introduction, followed by the second, which characterizes theoretical foundations of the EU cohesion policy and the evaluation of structural aid and its framework in the European Union and the Czech Republic. The second chapter describes the role, importance, principles, objectives and instruments of EU cohesion policy and its financial and programming framework. The second part of this chapter defines the concept of evaluation, main criterions, methods and its individual stages. The third chapter characterizes programming framework of the EU structural aid in the Czech Republic and regional breakdown of the Czech Republic by nomenclature NUTS and individual objectives of EU cohesion policy. A substantial part of text is devoted to the architecture of programming documents of cohesion policy in the Czech Republic and detailed characterization of its structure. Fourth chapter, the key analytical part, is concentrated in process and progress of financial drawing of EU Structural Funds in the Czech Republic in the period 2007 – 2010. Analysis of implementation of the National Strategic Reference Framework 2007 – 2013 in the period 2007 – 2010 and comprehensive evaluation of EU Structural Funds in the Czech Republic for the period 2007 – 2010 is included. The final chapter describes and evaluates the EU structural aid drawing in the Czech Republic for the period 2007 – 2010.
