Bezpečnostní studie obce

Abstract

Tato bakalářská práce se věnuje zpracování bezpečnostní studie obce Žihle a její místní části Přehořov. Teoretická část definuje základní pojmy v oblasti vnější a vnitřní bezpečnosti, krizového řízení a kompetencí obce při zajišťování bezpečnosti obyvatelstva. Praktická část obsahuje podrobnou analýzu rizik obou územních celků provedenou metodou Metodika pro hodnocení rizika územních celků. Události jsou řešeny ze dvou pohledů. Mimořádné události s denním výskytem a ostatním výskytem. Součástí práce je vyhodnocení dotazníkového šetření mezi obyvateli Přehořova, které potvrzuje naléhavost řešení vodohospodářské infrastruktury. V závěru jsou navržena konkrétní opatření a možnosti využití dotačních programů pro zvýšení celkové odolnosti obce.

This bachelor thesis focuses on the preparation of a safety study for the municipality of Žihle and its local part Přehořov. The theoretical part defines fundamental concepts in the field of external and internal security, crisis management, and the powers of the municipality in ensuring the safety of the population. The practical part includes a detailed risk analysis of both territorial units performed using the Methodology for Risk Assessment of Territorial Units for Public Administration. The results identifies snow calamities and power outages as the most significant threats to the municipality of Žihle, alongside traffic accidents and fires. In the local part of Přehořov, risks of natural and flash floods, snow calamities, power outages, and especially disruption of drinking water supply were evaluated as critical. The thesis includes an evaluation of a questionnaire survey among the inhabitants of Přehořov, confirming the urgency of addressing the water management infrastructure. In the conclusion, specific measures and possibilities of using subsidy programs are proposed to increase the overall resilience of the municipality.
