Analýza přerozdělování financí na výkon státní správy v přenesené působnosti

Abstract

This Diploma Thesis focuses on the description of finance redistributing system to exercise state administration within the scope of delegation of powers and competencies, in addition also on providing of financial effect analysis of these costs in a municipality with extended authority of the statutory city of Most, and also on recommendation of any further possible enhancement of financing methods specified for delegated competencies. The Diploma Thesis describes state budget, budgets for municipalities and regions, budgetary tax rating and other incomes stated in the law which contribute to financing of delegated competencies and powers. Recommendations of other financing alternatives are primarily seeking a fairer method of distribution of funds to communities and contribute to the increase in total revenue for devolved powers.
