Abstract
The aim of my thesis is to analyze the evaluation of public procurement with closer pointing out the importance of the evaluation criterias during evaluating the bids for public contracts, analysis of common mistakes committed by the contracting authorities and possible proposals for preventive measures. All this will be complemented by selected examples of public contracts, just focusing on the evaluation of tenders.
The thesis is generally divided into three chapters. The first chapter provides an introduction to public procurements, which introduces the basic concepts, elementary principles of public procurement and especially familiar with the legislation.
The second chapter it will be more focused on the goal of thesis. Gradually there will be analyzed in the foregoing evaluation of public procurement, which are important prerequisites for the evaluation of public procurement, computerization evaluation of public procurement. Next will be practical example of the evaluation process of public procurement. Finally, analysis of the most common mistakes and trying to suggest preventive measures.
The third chapter will be very practical. Based on the example of public contracts entered city Uničov I will analyze how the evaluation conducted procurement and how much over the years has changed just in the evaluation of public procurement within the city Uničov.
Rating procurement can be a simple process, if all essential particulars already in the award stage. Then it is very easy evaluation. Problems to authorities causes a constant change of laws, thus they have to get used to the new constantly changing conditions. However, all the effort is primarily reducing wastage of public funds, which brings the amendment of laws.
