Abstract
Fire and Rescue Brigade in the Czech Republic faces a fundamental change that can have a significant impact on the work of this basic element of the integrated rescue system. This change is based on the entirely new model of the working time in the fire brigade units. Searching for the new solution of the sixty-year old working time model lies in discrepancy of inconsistent service law and the European directive that deals with the regulation of labour relations in the EU Member States. The compliance between the service law and the European law would have a large impact on the amount of the firemen in the Fire and Rescue Service (an extreme increase by 2,470 members). This increase relates to the inability to use the 16-hours working because the law allows only 12-hours long shifts. Another problem consists in the need of the captive time that has to be included in the working time fund. These requirements will cause a major failure in the time that can be worked off by every fireman within a year. An entirely new concept of the service is able to use the current number of firemen, while the requirements of the European law are maintained, it means with the covering of the missing working time interval. However, for the Fire and Rescue Service this is an absolutely "revolutionary" new concept of the working time system. Methods of analysis, synthesis and compilation have contributed to find a general mathematical model that enables to cover the working performance in the Fire and Rescue units without any need to increase the amount of firemen or fire station dissolve (the existing model of the fire units covering is maintained). An entirely new organisationally and technically functional model has been created, which is applicable in practice.
