Abstract

TOMÁŠEK, Martin. Streamlining the cross-border cooperation of the Fire Rescue Service of the Karlovy Vary Region in terms of preparation and resolution of emergencies. [Doctoral Dissertation]. Ostrava: VSB – Technical University of Ostrava, Faculty of Safety Engineering, 2023. 223 p. This dissertation deals with the efficiency of cross-border cooperation of the Fire Rescue Service of the Karlovy Vary Region with regard to preparing for and dealing with emergencies. The first part is dedicated to the theoretical definition of the issue. The current system of cross-border cooperation and assistance in the border area on both sides of the state border are described, including the different fire protection systems and the organization of fire protection units in the Federal Republic of Germany. The analytical part of the dissertation focuses on the cooperation between fire protection units, in the border area on both sides of the state border. The joint response activity in the border area, including cooperation between operations centres, is analysed. It also includes case studies of selected joint responses on both sides of the state border. Joint international professional training of fire protection units carried out on both sides of the state border is also analysed here. The practical part of the dissertation provides an analysis and assessment of the risks of emergency events in the border area of the Karlovy Vary Region, resulting in the cooperation of fire protection units in organizational management on both sides of the state border. The newly developed common methodology for the cooperation of fire protection units in mutual assistance in dealing with emergency events in the border area on both sides of the state border is a key part of the dissertation. It also includes the optimisation of forces and resources in connection with the proposed Fire Alarm Plan of the Karlovy Vary Region with the inclusion of Freiwillige Feuerwehr fire protection units in levels I. and II. of the Fire Alarm Plan of the Karlovy Vary Region. The use of a common methodology for the cooperation of fire protection units in mutual assistance in dealing with emergency events was practically tested in an experiment in the form of international verification training focused on a forest fire in Aš mountain range.
