Abstract

The bachelor thesis focuses on the analysis of state social support in the district of Ostrava-city. The main goal of this work is to evaluate the utilization of benefits in this district over a period of six years, compare it with the overall situation in the Czech Republic, and subsequently propose solutions that would contribute to saving the state budget and improving living conditions in the Czech Republic. The theoretical part of the thesis describes the legal framework of state social support and the system of social security in the Czech Republic. The system of individual parts of social security is also described, and basic terms from the field of state social support that are necessary for the subsequent description of benefits are explained. In this section, individual benefits of state social support are also described in detail. The last chapter of the theoretical part deals with the issue of benefit abuse. The practical part provides a basic characteristic of the monitored district of Ostrava-city. Subsequently, individual factors that could affect the rate of benefit payments are described and analyzed. Then, the practical part deals with the analysis of individual benefits of state social support. Based on the analysis, an overall evaluation of the benefits paid in the monitored district and the whole of the Czech Republic is performed, and recommendations are proposed regarding the district itself and a change in parental allowance.
