MUNICIPALITY AS A CONTRACTING AUTHORITY OF PUBLIC CONTRACTS

The aim of the diploma thesis is based on selected indicators to evaluate progress of selected cities – Studénka, Valašské Meziříčí and Rožnov Radhoštěm during the public procurement for a period 2007 - 2010, which seeks to identify recommendations for improvement. The thesis is divided into five chapters, which of them first is an introduction and last is a conclusion. The second chapter define legislation, the status and functions of the municipality. The third chapter sets out the legislative framework for public procurement and also outlines the rules for entering. There is described electronic public procurement. The fourth chapter assesses providing of public procurement in terms of municipalities Studénka, Valašské Meziříčí and Rožnov Radhoštěm for the period 2007 - 2010. Based on the analysis of the recommendations designed to improve public contracting for municipalities Studénka, Valašské Meziříčí and Rožnov Radhoštěm.
