Ohrožení měkkého cíle hrozbou teroristického útoku

Abstract

Tato diplomová práce se zabývá ohrožením měkkého cíle hrozbou teroristického útoku. Cílem je vytvořit bezpečnostní opatření fyzické bezpečnosti pro prevenci a zmírnění dopadů ohrožení měkkého cíle hrozbou terorismu. Práce je rozčleněna na teoretickou a praktickou část. V rámci úvodu je zmíněná současná situace v oblasti terorismu a další součástí je stanovení cíle práce. V rámci teoretické části je pojednáváno o bezpečnostním projektu, k čemu slouží, jaký je postup při jeho zpracování a co obsahuje. Dále se zde řeší terorismus, jeho historie, dokumenty, které se zabývají terorismem a ochranou měkkých cílů v České republice. Je zde definováno, co je to měkký cíl a možné rozdělení. Dále je zde vysvětleno, co je to teroristický útok a jaké typy útoku s pomocí IED mohou být provedeny. V následné části se řeší příklady již provedených útoků, statistické údaje ukazující intenzitu a místa teroristických útoků a na konci je řešena predikce možných IED útoku proti sportovním akcím. Poté je zde zpracován sociologický průzkum, který má ukázat jaký mají návštěvníci stadionu subjektivní názor na bezpečnostní situaci v oblasti terorismu, na zabezpečení fotbalového stadionu. Součástí sociologického průzkumu byly také zjišťovány názory, jaké omezení nebo bezpečnostní opatření jsou návštěvníci schopni tolerovat v rámci bezpečnosti a následné vyhodnocení odpovědí respondentů. Praktická část je zahájena popisem fotbalového stadionu, jeho funkce a popis jeho okolí. Následně je popsána stávající situace v oblasti fyzické ochrany stadionu, je provedeno zhodnocení fyzické ochrany a je provedena bezpečnostní diagnostika fotbalového stadionu. Další část práce se zaměřuje na analyzování rizik pomocí SWOT a bodové metody. Metoda SWOT nám zmíní přednosti a nedostatky v oblasti ochrany a poukáže na příležitosti, které lze uvést v praxi, a tak ošetřit hrozby, které reagují na zjištěné nedostatky. Bodová metoda pak rozvádí tyto hrozby a ukazuje na různé varianty útoků u kterých je pak stanovena pravděpodobnost a míra ohrožení. Následně je zde uvedeno zhodnocení výsledků analýz rizik. Poté se práce zabývá bezpečnostními opatřeními pro prevenci a snížení důsledků ohrožení měkkého cíle hrozbou terorismu v rámci nového návrhu, který by měly útočníka odradit nebo aspoň snížit škody způsobené incidentem. Na konci návrhu je pak vyjádřena finanční náročnost a zdůvodnění. V závěru diplomové práce je popsáno, jakým způsobem byly v rámci analýz zjištěny a vyhodnoceny hrozby pro bezpečnost stadionu. Poté jsou zde uvedeny bezpečnostní prvky a opatření přijatá v rámci zlepšení fyzické ochrany, která mají tyto hroby odstranit. V závěru je konstatováno splnění vytýčeného cíle.

This thesis deals with the threat of a soft target by the threat of a terrorist attack. The aim is to create physical security security measures to prevent and mitigate the threats to the soft target by the threat of terrorism. The thesis is divided into theoretical and practical part. In the introduction is the current situation in terrorism and the other part is to set the goal of work. In the theoretical part is discussed about security project, what is, what is the procedure for processing and what content u is. Furthermore, it deals with terrorism, its terrorism, documents dealing with terrorism and the protection of soft targets in Czech republic. It defines what is a soft target and a possible split. Furthermore, it explains what is a terrorist attack and what types of attack with using the IED can be done. In subsequent section addresses the examples already carried out attacks statistical data showing the intensity and location of terrorist attacks and in the end also is designed prediction of possible IED attacks against sporting events. Then there is a sociological survey, which is supposed to show the visitors of the stadium subjective opinion on the security situation in the city terrorism, the security of the football stadium. The sociological survey also explored the views that limitations or security measures visitors are able to tolerate safety and subsequent evaluation of respondents' responses. The practical part begins with a description of the football stadium, its function and description of its surroundings. Subsequently, the current situation in physical protection stadium It is an assessment of physical protection and executing in safety diagnostics football stadium. The next part of the thesis focuses on risk analysis using SWOT and point method. The SWOT method will tell us the strengths and weaknesses in protection areas and points to the opportunities that can be mentioned in practice, thus addressing the threats that respond to the shortcomings identified. The point method then expands these threats and points to various variants of the attacks, which are then determined by the probability and degree of threat. Subsequently there is an evaluation of the results of risk analyzes. Then the work deals with security measures for prevention and reduction of consequences threatening the soft target by a terrorist threat in a new proposal that should deter the attacker or at least reduce the damage caused by the incident. At the end of the proposal, the financial cost and justification are then expressed. In Indeed of the thesis is described how were threats to the stadium's security have been identified and evaluated as part of the analyzes . Then there are security features and measures taken in to improve the physical protection to remove these graves. In conclusion, the stated goal is fulfilled.
