Abstract

The thesis deals with analysis of safety requirements for constructions situated underground, designated as underground object, that were formed by activities carried by mining methods, and with assessment of the effects of the underground objects on security of the State. The analysis of the safety requirements was carried out after clarification of relevant terms as construction, underground object, activity carried by mining methods, security of the State and risk prevention used in existing laws. The results of the analysis of the safety are based on information gathered about the underground objects while a database of 531 underground objects including their security risks (safety and internal security of the State) was created. Measures for efficiency improvement of supervision undertaken by State mining administration in respect of existing laws concerning the underground objects, and for reducing the risks that have effects on safety of the underground objects and security of the State, were formulated. Specific measures were formulated when serious risks were identified. Finally, the thesis contains an annex with practical recommendations for dealing with safety of underground objects.
