Abstract
The aim of this text is to analyze the development of the city in the period. The author defines the status, functions and authorities of municipalities, budget process, its principles and classifies individual income and expenditure. Further work is structured as evolution, population and organization of the city Vratimov, whose economy is in terms of revenue and expenditure analyzed for the years 2004 - 2009.
