Potenciál datových schránek pro rozvoj e-Governmentu správy sociálního pojištění v ČR

Abstract

Předmětem diplomové práce je posoudit potenciál datových schránek pro rozvoj e Governmentu správy sociálního pojištění v ČR. Pro diplomovou práci byly stanoveny dva cíle. Prvním cílem je charakterizovat teoretický rámec e-Governmentu v ČR. Druhým cílem je zhodnocení implementace datových schránek za období let 2009 až 2012 v podmínkách Okresní správy sociálního zabezpečení ve Svitavách a posouzení potenciálu datových schránek pro další rozvoj e Governmentu správy sociálního pojištění v ČR. Ve druhé kapitole diplomové práce je obecně popsána veřejná správa, její činnost, výstavba a reforma. Definován je pojem e-Government, informační systémy veřejné správy a současné projekty e Governmentu v ČR. Podrobně jsou popsány datové schránky. Třetí kapitola charakterizuje správu sociálního pojištění v působnosti OSSZ Svitavy. Pozornost je soustředěna na organizační uspořádání OSSZ Svitavy, činnost jednotlivých oddělení a zavedené prvky e Governmentu. Zhodnocením implementace datových schránek při správě sociálního pojištění v podmínkách OSSZ Svitavy se zabývá čtvrtá kapitola diplomové práce. V závěru této kapitoly je na základě výsledků dotazníkového šetření verifikována stanovená hypotéza a posouzen potenciál datových schránek pro rozvoj e-Governmentu správy sociálního pojištění v ČR.

The subject of my thesis is to assess the potential of data boxes for the development of e government administration of social insurance in the Czech Republic. For a thesis were defined two objects. First objective was to characterize the theoretical framework of e Government in the Czech Republic. The second objective is to evaluate the implementation of data boxes for the period 2009-2012 in terms of the District Social Security Administration in Svitavy and assessing the potential of data boxes for the further development of e Government administration of social insurance in the Czech Republic. In the second chapter of the thesis is generally described public administration, its activities, construction and reform. The concept of e-Government, public administration information systems and current projects of e-Government in the Czech Republic are defined. Data boxes are described in detail. The third chapter describes administration of social insurance in scope of OSSZ Svitavy. The attention is focused on the organizational structure of OSSZ Svitavy, activities of individual departments and introduced elements of e-Government. The fourth chapter of the thesis deals with the evaluation of the implementation of data boxes in the administration of social insurance in the conditions of OSSZ Svitavy. At the end of this chapter is verified the appointed hypothesis. It is based on the results of the survey. Also is evaluated potential of data boxes for the development of e-Government administration of social insurance in the Czech Republic.
