Abstract

This thesis deals with the current amendments to Public Procurement Act which substantially change the existing statutory provisions and their interpretation in specific examples of public procurement. The aim of this thesis is to assess the impact of the legislative changes of the amendment to Public Procurement Act on the award procedure. The subject of evaluation are public contracts published pursuant to the Public Procurement Act in force before the amendment and after the amendment. The first part of the thesis describes the legislation of public procurement. Another part is focused on the analysis of the public contracts undertaken by Kopřivnice and Krnov and their mutual comparison. Finally, it evaluates the impact of the amendment on the procurement procedure, both in terms of the contracting authority and the contractor.
