Zásady pro vyhlášení stavu nebezpečí

Abstract

Práce se zabývá problematikou vyhlášení stavu nebezpečí jako jedním ze stěžejních opatření pro úspěšné řešení nastalé nebo bezprostředně hrozící krizové situace. Pro nalezení zásad vyhlášení stavu nebezpečí jsou rozebrány současné přístupy k analýze rizik v rámci havarijního i krizového plánování, posouzeny prostředky, kterými hejtman pro řešení krizové situace disponuje a zejména zmapovány informace významné pro stanovení závažnosti mimořádné události a faktory, které vstupují do procesu rozhodování o vyhlášení stavu nebezpečí. Informace z teoretické části jsou vždy konfrontovány s poznatky z praxe. Na základě zjištěných skutečností jsou následně navrhnuty zásady pro vyhlášení stavu nebezpečí a uvedena doporučení pro praxi.

The thesis concentrates on the issue of declaring the state of danger as one of the core measures allowing successful resolution of existing or directly threatening crisis. To determine the rules for declaring the state of danger, current approaches to risk analysis within the scope of emergency and crisis management are analyzed, the instruments available to the governor to resolve the situation are assessed, and most importantly, the information allowing determination of the severity of the emergency situation, and factors influencing the decision to declare/not to declare the state of danger are mapped. Information from theoretical part is always confronted with practical experience. Rules for declaring the state of danger are then proposed based on observed facts, and recommendations for practical performance of the procedure are given.
