Metodika opatření a ochrana vybraných budov státní správy poskytujících veřejné služby před aktivními útočníky

Abstract

This doctoral dissertation is aimed at the creation of a methodology for the adoption of necessary, especially technical, personnel, or other necessary measures aimed at the protection of state administration buildings. These are buildings in which public services are provided. And it is these buildings that need to be protected from active attackers, crazed shooters and attackers actively threatening so-called soft targets. The introductory chapters are devoted to the research of the relevant literature with the search for case reports, including supplemented descriptions of examples from practice in which attacks by active shooters occurred. This is followed by an analysis of the situation in the Czech Republic and in the world with the reactions of the relevant state bodies, security forces and the schema_dspacedb. The doctoral dissertation is then used as a basis for the creation of its own methodology for determining and adopting measures of a technical and personnel nature aimed at the protection of state administration buildings and their occupants providing public services. This is the protection of e.g. Regional Labour Inspectorate (hereinafter referred to as OIP) in Ostrava and subsequently by another seven OIPs in the Czech Republic, and by extension by other institutions of a similar nature with the mission of providing public services, such as schools, hospitals, offices, etc.
