Cílem této diplomové práce je analyzovat, zda lze financování a hospodaření regionální správy území, napříč členskými státy Evropské unie považovat za rovnocenné. V první části je uveden teoretický rámec pro objasnění a vysvětlení celkové povahy veřejné správy ve střední Evropě. Následně, je ve druhé části cílem analýzy terminologie územní veřejné správy ve vybraných zemích objasnit, jakým způsobem je regionální správa financována a jaké konkrétní prostředky do rozpočtu územních celků plynou a na jaký účel jsou dále využívány. Tato analýza prokázala existenci mnohonásobných nedostatků ve vnitrostátní legislativě, pokud jde o otázku územní samosprávy. Na základě informací získaných tímto šetřením mohu poskytnout návrhy na budoucí prevenci takových nedostatků veřejné správy.

Abstract

This master thesis aims to analyse whether the financing and management of the regional administration across European Union member states can be considered as equivalent. In the first section, a theoretical framework for clarifying and explaining the overall nature of public administration in Central Europe is provided. Subsequently, the aim of the second part is to analyze the terminology of territorial public administration in selected countries to clarify how regional administration is financed and what specific funds flow into the budget of territorial units and for what purpose they are further used. This analysis has proven the existence of multiple shortcomings in domestic legislation as regards the issue of territorial self-government. On the basis of the information obtained through this investigation, I am able to provide suggestions for the future prevention of such shortcomings in public administration.
