Struktura a kompetence místní správy ve vybraných zemích EU

Abstract

Předmětem předkládané diplomové práce je analýza, srovnání a zhodnocení systémů místní veřejné správy ve Slovinsku, Estonsku a České republice. Srovnávána je struktura a finanční dimenze místní správy těchto zemí. Pozornost je věnována především analýze struktur místních samospráv, možnostem meziobecní spolupráce, působnosti obcí, financování místních samospráv a míře fiskální decentralizace vybraných zemí.

The subject of this diploma thesis is the analysis, comparison and evaluation of local public administration systems in Slovenia, Estonia and the Czech Republic. The structure and fiscal dimension of the local government are compared. Particular attention is paid to the analysis of local government structures, the possibilities of inter-municipal cooperation, the competencies of municipalities, financing of local self-governments and the degree of fiscal decentralization of selected countries.
