Sociální služby poskytované na území statutárního města Ostrava

Abstract

Cílem diplomové práce je popsat stávající systém sociálních služeb na území statutárního města Ostravy, zhodnotit úroveň poskytovaných služeb, posoudit finanční zabezpečení sociálních služeb z rozpočtu města a dalších zdrojů, dále definovat příčiny problémů financování sociálních služeb z pohledu statutárního města a navrhnout možnosti řešení vedoucí ke zlepšení financování sociálních služeb. S ohledem na demografický vývoj populace je práce blíže zaměřena na zdrojové financování domovů pro seniory. K dosažení vytýčeného cíle a k ověření stanovených hypotéz byly použity metody deskripce, časové komparace a analýzy vybraných subjektů zabezpečujících sociální služby seniorům. Analýze byly podrobeny vybrané subjekty různých zřizovatelů a různých právních forem, konkrétně se jedná o Domov pro seniory Kamenec, příspěvková organizace, Domov pro seniory Zlaté slunce, o.p.s. a Charitativní dům sv. Václava, církevní účelové zařízení. Statutárnímu městu Ostrava bylo doporučeno využít k výstavbě nových domovů pro seniory finančních prostředků z Programu česko-švýcarské spolupráce. Dále bylo doporučeno ve spolupráci s krajem iniciovat legislativní změny, zejména co se týče výše příspěvku na péči a způsobu financování ošetřovatelské a rehabilitační péče ze stran zdravotních pojišťoven, jež by vedly ke zlepšení financování domovů pro seniory.

The aim of this diploma thesis is to describe the current system of social services in the territory of the Statutory City of Ostrava, to evaluate the level of providing the social services, to assess the financial resources security of the social services from the budget of the Statutory City of Ostrava and other sources, then to define causes of the problems of financing the social services from the Statutory City of Ostrava point of view and to suggest the possibilities of solving leading to the improvement of financing the social services. With regard to the demographic development of the population the diploma thesis is focused closely on resources financing of seniors´ homes. To achieve the set aim and to verify the set hypotheses the description methods, the comparison and the analysis of the selected subjects providing the social services for seniors were utilized. The selected subjects of various founders and various legal forms were submitted to analysis, particularly Domov pro seniory Kamenec, allowance organization, Domov pro seniory Zlaté slunce, general beneficial company and the church facility Charitativní dům sv. Václava. The utilization of the financial resources from the Programme Czech-Swiss cooperation was recommended to the Statutory City of Ostrava for the construction of new senior homes. Furthermore, it was recommended to initiate the legislative changes in cooperation with the region, especially concerning the amount of allowance on care and the way of financing the nursing and rehabilitative care related to the payment providing the health insurance companies, which would lead to the improvement of financing of seniors´ homes.
