Abstract

Common Agricultural Policy (CAP) was launched in 1962. It is a common policy for all the Member states of the European Union. CAP is a partnership between agricultural and society. The main goal of CAP is food security and production, dealing with climate change and sustainable management of natural resources. There is also the challenge posed by rural areas and the need to preserve the continuity of the farming sector in these areas. Agricultural is not just about food, but also about rural communities and the people who live in them. It is about rural countryside and natural resources which cannot be replaced by any urban structures. The Rural Development Programme was put into practice in the Czech Republic due to CAP from 2007 to the present day, and has shown that farmers are a very important economic asset in rural areas which the EU and even The Czech Republic cannot afford to lose. The program has been implemented very successfully and during the period 2007-2013 its financial allocation is almost utilized. The benefits of this Program in the Czech Republic are visible in the case of Organic Dairy Project Tasovice. The main goal of this diploma thesis is to describe European and Czech rural areas, the ways in which EU rural development policy have been progammed into and implented through the Rural Development Programm of the Czech Republic in 2007-2013. The operational objective is to provide a comprehensive view of the project management and create your own real project proposal. Thesis structure is divided in three parts. The first part describes the theoretical basis of the common agricultural policy of the European Union, the EU rural development policy, the principles of project management methodology and project plan preparation. The following chapter is focused on the Rural Development Programme of the Czech Republic in the period 2007-2013 and the last chapter includes socio-economic analysis of the South Moravian Region and a draft project entitled Ecological dairy Tasovice.
