Analýza strategického plánování rozvoje obcí a návrh systému pro hodnocení výkonnosti dosahování strategických cílů

Abstract

A view of the field of application of strategic planning of development activities at the municipality level is suggested in this Ph.D. thesis. As part of research it can be stated that there is only little effort to ascertain how effective strategic planning at the local government level. The main goal of the dissertation thesis is to evaluate the extent of utilization of strategic planning at the municipal level, continue to design and verify the applicability the system concept for the creation of performance indicators to the strategic development goals. The purpose of this paper is to offer municipal management tool to improve strategic planning and measurement of strategic goals.

The extent of utilization of strategic management of development of municipalities of the Moravian-Silesian Region was measured using a sample survey. The results of it were evaluated via statistic tools (frequency analysis, binomial test, and correlation analysis). It is possible to generalize that the management team of Moravian-Silesian Region plan strategically but they do not evaluate the achieved outputs using quantified performance indicators that had been defined in advance.

Consequently it is designed, verified and validated the draft methodological approach for setting and measuring performance indicators of strategic goals, using methods of intervention logic.The model may help the management of municipalities to measure the created values and to evaluate the effects of development policy aiming to improve effects of strategic planning. The designed concept had been verified in actual municipality conditions and judged by a panel of experts using the Delphi method. The designed system is suitable for a category of municipalities larger than 10,000 citizens.
