Organizace zřizované územními samosprávnými celky a kontrola jejich hospodaření

Abstract

Diplomová práce se zabývá organizacemi zřizovanými územními samosprávnými celky a kontrolou jejich hospodaření. Pro zpracování byla vybrána obec a dvě její příspěvkové organizace, jejichž hospodaření bylo analyzováno od roku 2019 do roku 2022. Toto období bylo vybráno, aby se promítl vliv pandemie viru Covid-19 a zvyšování cen energií. Práce se skládá celkem z jedné teoretické a dvou praktických kapitol. První část obsahuje literární rešerši, kde jsou vysvětleny pojmy jako územní samosprávné celky, příspěvkové organizace a detailní informace o jejich fungování a hospodaření. V praktické části je nejdříve představena vybraná obec společně s vybranými příspěvkovými organizacemi Základní školou a Krytým bazénem. V další části je analyzováno a kontrolováno hospodaření organizací, především jejich výnosy a náklady, společně s porovnáním organizací mezi sebou na základě příspěvku od zřizovatele na provoz.

The thesis deals with organizations established by territorial self-governing units and the control of their economy. For the analysis were selected a selected village and two of its contributory organizations, whose economy was analyzed from 2019 to 2022. This period was chosen to reflect the impact of the Covid-19 pandemic and the increase of energy prices. The work consists of a total of one theoretical and two practical chapters. The first part contains a literature review, where concepts such as territorial self-governing units, contributory organizations and detailed information about their functioning and economy are explained. In the practical part, the selected village is first presented together with the selected contribution organizations, the Primary School and the Indoor Swimming Pool. In the next part, the economy of organizations is analyzed and examined, especially their revenues and costs, together with a comparison of organizations with each other based on the contribution from the founder for functioning.
