Zhodnocení podpory produkce služeb s pozitivními externalitami na úrovni krajských měst

Abstract

The theses deals with the evaluation of the support for production of services, which generate positive externalities. The aim of the theses is to evaluate the organizational and financial forms of the support for production of services with positive externalities in the field of education, culture and sport in the conditions of regions´ cities for the period 2013-2017. Three hypotheses are formulated to support the goal. Hypothesis 1: Allocation of regions´ cities expenditures is developing (rising, falling, stagnating) in all selected areas as well as the total expenditure of regions´cities in absolute and relative terms for 2013-2017. Hypothesis 2: The most significant growth rate of regions´ cities expenditures for the period 2013-2017 is not in the area of education. Hypothesis 3: In the monitored period 2013-2017, smaller region´ cities spend higher expenditures per person in the monitored areas compared to larger region´ cities. The theses is divided into five chapters. The theoretical part of the theses includes the second chapter, which deals with the problems of positive externalities. Also the chapter deals with selected areas - education, culture and sport. The practical part of the theses includes the third and fourth chapter. The third chapter is devoted to institutional and financial analysis of regions´ cities. The fourth chapter contains a basic description and analysis of five selected variables. The fourth chapter is devoded to analysis of dynamics of selected variables as well as correlation analysis of selected variables. The chapter ends with a summary of the results and verification of the hypotheses. In the theses are applied methods of horizontal and vertical comparative analysis of institutional and financial allocation realized by 12 regions´ cities for the period 2013-2017.
